[rulkc] [PATCH 0/7] Add english tranlation for current pages

- reorganize contents: move ru to separate directory 'ru' and create 'en'
  directory for English version;
- translate all current pages;
- add languadge switcher;
- add aliases to old urls for 'ru' content;
