[rulkc] [PATCH v2 0/7] Add english translation for current pages

- reorganize contents: move ru to separate directory 'ru' and create 'en'
  directory for English version;
- translate all current pages;
- add language switcher;
- add aliases to old urls for 'ru' content;

We came to the conclusion that the ru version should be kept as default
for now.
