Lack of details in requirements to ualarm() function.

Detailed Description

The description of the ualarm() function does not describe the function’s behavior when ‘useconds’ is 0.
The description of the similar alarm() function states that when ‘seconds’ is 0, the function should cancel pending alarm request.

The Open Group Base Specifications Issue 6 IEEE Std 1003.1, 2004 Edition (SUS 3.0), System Interfaces, the description of the <nobr>ualarm()</nobr> function.
